Because this file is
downloaded, the new Windows XP service pack 2 security has taken over.
You may be
able to open the file but can not properly view the contents.
To open and view the file properly:

right click on the downloaded file
-
select Properties from the menu
-
In the downloaded file there is an extra section at the bottom of the general tab warning you that this file came from another computer and could pose a threat.

Click Unblock the file to view it properly
